Quick Way to Blend
This is probably the easiest way to blend pictures.
Maybe later I'll show you another way, which is more affective.
But we'll go for easy right now. (Y)
STEP ONE: Drag two photos into your new document.
I chose these two:

My document size is:
W: 450
H: 200
Again, resize and move the two pictures so that they're beside eachother.

STEP TWO: Make them blend
Using the eraser tool,
change the brush size of the eraser to 200
make sure the hardness is 0%
opacity 100%

Make sure you know which picture you want on the bottom, and which one on the top.
I chose the one w/ the books to be on the top because there's a lot of background,
it's easier to get a nice blend without trying hard NOT to erase Emma in either picture.
Have half the eraser at the end of the top picture,
and the other on the bottom picture as shown.

Then simply erase straight down,
hold down the shift key for a better effect.
(making sure that the top picture is selected).
You get this...

THERE YOU GOOOOOOO!

Of course you want to add more,
but I'll leave that for you guys.
So you can work your creative minds. hehe
Here's what I did...
I merged the layers (Ctrl E) to make it easier to work with.
Then I duplicated and used overlay,
and then used a curves layer.
(Both of those are explained in previous tutorials)
Used some vector brushes,
drop down shadow.
Added some text w/ outer glow
and there you have it...

EASY SIMPLE AVATAR TUTORIAL.
moderators, i tried to make a new topic in the subforum 'Learn your stuff' but it won't let me.
so if you guys feel it's appropiate you can just redirect this post into that subforum (Y)
Note: This tutorial is for Photoshop CS only. You will not be able to do it w/ Photoshop elements.
STEP ONE: Pick a pic (haha, stole that from Happyslip)
The higher quality, the better.
It's harder to work w/ small & low quality pictures.
Here's the picture I chose.
It's of Melissa R,
do you guys know her? LOL

STEP TWO: Create a new document.
W:100
H:100
R:300
Make sure the color mode is RGB
STEP THREE: Drag the picture into the document using the move tool.
You don't want to crop the picture, because you won't get a nice effect.
Play around with it, and resize it w/ the move tool.
Make sure Show Transform Controls is checked at the top.
That will make it easier to resize.
Tip: Don't change your picture from small to big because you lose the original quality of the picture.
